New/unused and does come with original plastic. Outside plastic shows MAJOR wear/discoloration/dirt/marks due to age. May slightly affect the writing board.

Pencil/writing board is perfect for putting underneath your paper on your writing surface for smooth writing.

In Japan they are called "shitajiki" which is a pencil board that is placed under a sheet of paper for writing to provide a better surface for writing.
